Bolin, Korra and Mako going to a fancy dress party at city hall. Bolin is pleased as punch to be dressed up and showing off, Korra's embarrassed by the attention and Mako is only there because Bolin dragged him to the event.

I'd like to think that the three of them just won the pro-benders tournie and are going to a ball in their honor or some such thing.
